Question about 'Use Multiple Languages on a Single System'

About deleting an English IME (Dvorak) when using Windows XP Korean-language version: I used to switch back and forth between Dvorak (for typing English) and the default Korean keyboard, but now I have a hardware Dvorak keyboard and therefore no longer need the separate Dvorak English IME. So I deleted it--or so I thought. It keeps reappearing when I'm typing, which is *very* annoying. I've gone back in and deleted it dozens of times (even rebooting the machine immediately afterward), but the darn unwanted IME still reappears every couple of hours or so. Is there anyway to really get rid of it?
