Are you trying to install Norton from CD or from the downloaded install?

Thx for your reply -- I'm installing from the downloaded .exe file. Norton website
says Windows installer may be corrupt but I totally remove it and reinstall it and
I still get the same routine ending in install failure.

I had the very same problem.... this is the solution I can across - It appears you
can not move the location of the nortons folder from the start menu > Programs listing...
It worked for me

Two possible solutions:
1. Check MS Instructions at http://support.microsoft.com/search/default.aspx?qu=Q326674
If that does not work try going to:
http://www.symantec.com/search/
and enter this document number: 2005012615473746
Particular attention to the bottom of the page where it says "Additional Information"
in red bold text, if the instructions at the top section of the symantec page does
not work.
