Question about 'Limit Access to Users'

I have a question about Limit
Access to Users:
The article says the file "poledit.exe" is on the cd. My PC did not come with a
cd, the OS was already installed at time of purchase. Therefore, how do I get a
hold of this file? Or is there another way to limit access?

Read the article again - carefully!
It applies to 95, 98 and ME not XP.
