I was given a Dell 4500s and just replaced the HD from a 20GB to a 250GB drive. Problem is that after installing XP Home, my drive size is around 131GB in size. How can I get it back to the 250GB size?

To Enable 48 bit addressing you need SP1, or 2, plus the Computer Bios has to support it. More info http://support.microsoft.com/default.aspx?scid=kb%3Ben-us%3B303013

Try to devide the Hd into partitions that each partition is not over 130 Gb limit. This the way I did with my Xp pro without service pack. It will work fine if the Bios support it
