When I start my computer I get a message that asks if I want to start in Normal or Safe Mode. No matter what I chose, the computer does nothing. Using a disk, I can access MS-DOS. Is there a way I can open XP from DOS? If not, any suggestions? (Note that my CD drive is not recognized when I enter it's driver prompt)

Do you have an XP CD so that you can load the Recovery Console?
