An ISO file is a complete cd image file (I think!). A quick Google reveals software
that will read it - but I have never tried this so beware... http://www.undisker.com/

Now that I understand that, I realise that I should have been asking:
What is the best way to burn an ISO file on a CD, and what are the best programs
to use for doing that?

An ISO file is a standard CD format file. You can use "winrar" available @ www.download.com
to "view" the file contents. It is like winzip with additional formats supported

Nero is a popular program (easy graphical interface for choices of burn type) for
burning it and I believe ISO is the default image type for the program as well.
These's also Alcohol 120% that many use that supports various file types.

Actually .nrg is the default image file in Nero but recognizes most of the most common
image types.Deepburn is a free one that does all of the most common burning formats
as well.
