The tips set out in the main post are incorrect.  They only 
work to disable certain types of media from playing 
automatically. They do not disable the Autorun feature of 
the CD-ROM drive entirely, which is what you need to do 
if you want to stop CD-ROM's from autostarting install 
programs and the like.  

To fully disable the Autorun feature, you must edit your 
registry and change the CD-ROM's Autorun value from 1 
to 0.  

If you are not sure how to modify your registy entries, 
don't worry.  It's really quite simple.  For detailed 
instructions look here:

You can also set a local policy (windows xp pro not home). Run gpedit.msc to get to the local policy editor, you can turn off autorun and do quite a few other useful things here...
