Won't Reboot

My computer (at work) won't reboot. When I turn it on all there is a black screen
with a flashing _. Why is this happening?

If it's a blinking cursor in the upper left corner of the black screen, before Windows
loads, it signifies that WinXP can't load one or more device drivers. Tried booting
into last known good configuration? If no good, can you boot into safe mode?
Consulted with the system administrator?

Forgive me here but "tried booting into last known configuration?" what exactly
does that mean? I tried booting in safe mode (f8 right?). That brings me to a blue
screen where it asks me to install or repair XP, but then it won't let me do either
and I eventually have to exit. Thanks for responding.

Booting into last known (good) configuration is done much as booting into safe mode.
When the Windows Advanced Options Menu appears, you select last known good configuration
and press Enter. But if you can't boot into safe mode, I doubt you''ll make
into the other.
Is that all the blue screen says - install or repair WinXP?
Is it a "blue screen of death" with white text on it, including five 10-character
hexadecimal numbers?
Specifically, what happens (or not) when you try to do an install or repair that
you said "it won't let [you] do"?
What kind and make of computer?
Do you have a full-install CD for XP, or a recovery disk from the computer manufacturer?

It's one of the several options listed when you hit F8.

I'm sorry, I should of wrote it down at work. Going from memory... It's not the
Blue Scrren of Death, I know that. I belive there were three options, Install XP,
repair XP, and I can't remember the other one (I know its hard to help if you don't
know what it says). First I tried to Install. It seem to be working then it said
it couldn't? read the disk, please insert the disk (which was already inserted.
Then I tried repair, and it asked for the Recovery Console? disk. (I'm sorry I'm
going from memory here)
I do know that windows advance options screen never came up. I've booted into safe
mode on Windows 98 and when I press f8 it looks nothing like windows 98 safe mode.
i beleive I have a full install CD for XP
Again thanks for your help, I wish I had better information.
