The opening line of this article says "When you install (or upgrade to) a new version
of Windows..." I am doing neither. Can I still delete any or all of the files mentioned
in the article?

all i have to reccomend is not to mess with anythin you dont know about.. (learn
then delete..) expecially system files!

You may not be installing XP, but someone installed it on your computer at
some time, so "yes" to your question, with emphasis on the last paragraph in the
article about "when in doubt". (Some of the files mentioned in the article you may
not have if an upgrade from an earlier version of Windows did not occur.)

You can, but it's not a good idea. Mainly, if you delete your programs install.log
files, you won't be able to Uninstall the programs without first reinstalling them.
That article is so old. There surely are better sources on junk file you can safely
clear out.
