WinXP doesn't turn off power after shutting down

I used WinXP Pro SP2 and when I shutdown tis PC by clicking on Start button, Windows can shutdown but the power doesn't turn off automatically with a notice below: " It is now safe to turn off your computer" Why??? Could Any one help me??? Thanks a lot
