when i go to my start menu all the icons above the line are still there, but the
ones that used to be below have disappeared. Is there any way to get it back to normal?

what do you mean exactly by above and below the line? were you referring to the
line just above of the Programs menu?

the icons that used to be right above the all programs line, but now there is a big
empty space above it, then above the space there is the other line with icons that
still remain at the top and havent disappeared.

im guessing you're referring to the Frequently Modified files section of the Enhanced
Start Menu..
the list may have been inadvertently cleared during your session, or auto cleared
after every reboot, or even disabled to further record any frequently accessed files..
its a normal windows function which you may have accidentally clicked.. it's found
on the Taskbar and Start Menu properties where you have to option to erase the Frequently
Modified list, or even set how many will be listed at a time.. setting its value
to 0 disables the list..

My number for programs to be allowed on the start menu is 10. But there are no programs
at the start menu, there is only a big space.

somehow, Windows' ability to save a list of frequently used programs has been disabled
from your PC..
a change in the Windows Registry from a computer policy program may have caused it..
anyway, you can revert it back to its default setting by following a few simple steps:
- highlight and copy red bold text below to Notepad..
Windows Registry Editor Version 5.00
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoStartMenuMFUprogramsList"=dword:00000000
- open Save As from File menu
- select All Files from Save As Type drop-down menu
- save file with a .reg extension, as in newfile.reg
- locate and right-click newly-created file then select Merge
- when prompted, click Yes
- logoff and log in back to Windows to effect change
after this, you should be able to see the list again on that empty space..
remember, this tweak only applies to the Enhanced Start Menu view, not the Classic
one..

icons would not reappear if the frequently modified files list was set to be erased
everytime you exit or logoff Windows..
if this is the case, we may need to modify the registry tweak file we created previously
to try remedying this..
follow again the steps i had provided before but the contents of the tweak file should
be..
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoStartMenuMFUprogramsList"=dword:00000000
"ClearRecentDocsOnExit"=dword:00000000
"NoRecentDocsHistory"=dword:00000000
"NoRecentDocsMenu"=dword:00000000
"MaxRecentDocs"=dword:0000000a
the tweak above is for a system-wide setting, such that all user accounts, current
and new, must follow this same setting..
if you want it exclusively for your own account profile, just replace the "HKEY_LOCAL_MACHINE"
phrase on line 2 with "HKEY_CURRENT_USER"...
for a system-wide setting, you may need to reboot the PC to effect the change.. a
user-wide setting however, a simple logoff would suffice..
try it, and again this should solve the problem, only if a virus or worm is not blocking
the change or if you did not install a system or registry protection software to
ignore or block the changes..

try opening a MS Word document using MS Office, or a music file using Windows Media
Player.. once opened, the name of the program should be listed in there..
you may then notice that Windows is a bit selective in terms as to which program
to display on the MFU list..
Windows Explorer i think even does not make it on the list..
