Please help! My computer won't reboot

The other day my computer crashed and now every time I try to turn it on it will
proceed as if it is about to start and then a screen appears that tells me that my
computer has failed to start successfully and that might be due to a hardware/software
problem. It gives me the options to run in safe mode, last known good config, and
start normally by using the arrows. Every time I try to use the arrows to make it
start they do not work. I made sure my keyboard was plugged in but really I am not
a computer person and I need help! I think it might have to do with memory?!? I would
appreciate any help you guys could give me, I'm clueless about these things. Thank
you!

Is connected to the computer via USB? If it is, you might want to check in the bios
to make sure that the option for usb keyboard is enabled or you won't be able to
use keyboard during post or trying to get into safe mode. You will only be able
to use it once it gets into windows.

I went into bios and enabled usb emulation and was able to move the cursor on the
start up options screen. Now, whether I choose normal, safe mode, or last known config
my computer restarts.

If you have a genuine MS XP CDROM, use it to start the computer into the Recovery
Console and then run checkdisk /r to check for and repair file system errors.
If no XP CDROM but have a floppy disk drive, then use the 6-boot floppy utility to
make a set of 6 boot floppies. They have the Recovery Console on them:
