You could either run a registry search or use a third party program. CCleaner has
the option to remove a program from the A/R list or uninstall it. It's in the Tools
section.
There's another freeware app called Add Remove Pro that gives you that option, and
I know there are others. Just run a Google for it.

When runing Add Remove Pro the unwanted program
Popcorn license mgr, does not show up in the program list.

There's another section where you have the option to 'show all' installed programs,
not just those listed in A/R. Has the program actually been uninstalled?

AddRemovePro does not list the file even when asking to list all files. The file
still appears in Windows ADD/Remove list. But will not remove the file.

The easiet way to get rid of it (and any other reference to it), would be to run
a registry search for Popcorn and delete all instances that come up.
Other than that, programs listed in A/R are in this registry location. You'd need
to scroll through all the subkeys and locate the relevant DisplayName value in the
right pane and delete it.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall
