I have a question about Windows Installer Appears Every Time I Start an Application:

I followed the steps on option 2 to fix the windows installer problem. i had to use mmc.exe, than i clicked add/remove snap-in and clicked add but there is no group policy file located in the box. What do i do? please help.

I suggest that you try a number of alternatives -

1. Try option 3
2. Download, install, and then run the Windows Installer CleanUp utility http://support.microsoft.com/kb/295823/en-us
3. Run HijackThis and post a log file here
Also look for entries that seems to be missing their targets like: bla bla bla = 
(nothing) 
Fix those (it will make a backup) and reboot.
