Sounds like a hardware problem. Open the computer and see if there are 2 or more
sticks of memory. If so, remove one then try booting. If no good, put it back, remove
the other and try booting again. If still no good, are there any other expansion
cards plugged into the slots on the mother board? If so, remove them and see if the
computer will boot. If not, then you need to see if you can boot anything, floppy
disc or CD.
If you have a XP CD, try booting it (make sure your CD is the first boot device
in BIOS setup). If not, download a bootable CD image like EBCD or Puppy Linux. Create
a CD from it and boot it.
If any work then the mother board and CPU are okay so it's either the hard drive
that has gone bad or something has been corrupted in XP.
If you have the XP CD, boot it and enter R at first opportunity to get to the
Recovery Console. Enter chkdsk c: /p, see if chkdsk can read
the hard drive and if so, finds any errors.
If that doesn't help you can do a Repair Install which leaves you data and most
