I have a question about Windows 
Installer Appears Every Time I Start an Application:

Well, I've got the same problem. Unfortunately, none of the fixes have worked so far. It appears when I click on Network Neighborhood, to install Publisher. It also appears at random apps. I used the windows installer cleanup utility, which disabled officeXP of course. When I went to reinstall it, I couldn't. I got error messages saying something about can't install; something about patch. I tried again, gave up and did a system restore. This is with Office XP, windows XP home, all patches and security updates on office and xp, and no spyware, adware, trojan or virus has ever graced this machine. Right now I've got it disabled, but if I click on network neighborhood, it still appears, flashes several times before going away. Before I couldn't even make it go away without the three finger salute, done several times. Anyone have any suggestions? Oh, and I have done a repair install of xp also, just in case.

Solved...in my case anyway.
Using event viewer (which I never knew you could click on to get more info...thanks!), 
I located where the problem was, it was missing a NSEXTINT.dll in the C:\ProgramFiles\Common 
Files\Microsoft Shared\Web Folders\1033
Where it went I have no idea, but I found a copy of it and moved it over, now the 
problem seems to be gone.
I'm fortunate in that I have two running copies of OfficeXP. Others may not be so 
lucky. 

Now, I can foresee this happening again. It started in the other computer, running 
XP Pro, when I uninstalled the beta of Microsoft Expression. I couldn't reinstall 
it, getting that patch error again, so system restored it to the previous day. That 
beta expires March 31, so at least I know what to look at when it comes up again 
after the final uninstall.

I am having a similar problem with Office 2003. The installer package keeps coming up when trying to launch any office program and then the error that it is missing a packet. The same error occurs when trying to reinstall or even when I try and remove the program. Would the file mentioned here be the same for Office 2003?

You'll have to uninstall Office XP from the Add/Remove Programs, then re-install 
it from CD/installation source to get that working again - the Cleanup utility is 
not the way to go for Office issues, since you just end up having to uninstall, re-install, 
re-activate, and re-update Office, anyway.

As for your "Network Neighborhood" issue, by which I think you mean "Network Connections", 
that might get fixed with an Office re-install.  If you aren't seeing icons there, 
try http://support.microsoft.com/kb/825826.

You can also try steps at http://support.microsoft.com/kb/315346 to re-install Windows 
Installer, or update it at http://support.microsoft.com/kb/893803.

Unfortunately, I've done all the above and still have an issue with the Windows Installer 
starting whenever I launch an Office 2003 product, but I'm gonna try the gpedit.msc 
fix on this site.  Meanwhile, those things above might be a help to you.

Can't uninstall or reinstall without the (un) installer working correctly. Of course 
that was one of the first things I tried. Anyway, I have resolved the problem. See 
other posts in this thread.
The only way I cured it was to look in the event viewer and replace the file it was 
missing.

Oh, and sorry, you are correct. I meant My Network Places. Same thing as Network 
Neighborhood, though, just a different operating system.

Dennis, I can't tell you if the same file is causing the problem. Here's the link 
on how to use the event viewer to fix problems. See what it missing, and replace 
the file in the exact place it says it can't find it.
