Question about 'Customize Your Keyboard Mapping'

I have a question about Windows lets you change the keyboard mapping to suit your particular language. Simply double-click on the Keyboard icon in Control Panel, and click on the Language tab (it's in the Input Locales tab in Windows 2000 and Windows XP). I do not have the languages or locales tabs in the control panel under keyboard. Can you please tell me where to find it? Thanks

In the control panel, there should be a separate icon called "regional and language options" ( world symbol)quite apart from the one for "keyboard"
