I don't think you can in safe mode. Some required service is not running. I'd be
happy to find out I'm wrong about this though.
Why do you need to do this? Is this related to your earlier post http://www.annoyances.org/exec/forum/winxp/1188312932

Don't know how to create a new account in Safe Mode, but I just posted to your other
thread with a way to get Task Manager back.

Andrea, do you have XP Home or XP Pro? Now sure if it makes a difference but on my
XP Pro system, I just booted to Safe Mode, logged in as Administrator and was able
to create a new account via Control Panel, User Accounts. So my previous comment
about not being able to do so was wrong.
Have you tried to do this yet?
