Stop Menus from Following the Mouse

Is there a way to prevent menus from opening until clicked? I remember using a fix like that in Windows ME or 98, but it applied only to the start menu. I very specifically want to prevent the Explorer context menu's "Send to..." submenu from being loaded into memory, if possible. This frequently causes all programs and the operating system to hang on my laptop. This might aslo provide a nearly invisible performance boost.

go to "Control Panel" and select "Taskbar and Start Menu Properties"... select the
"Start Menu" tab
from the new tab, select "Advanced Tab"
in the "Start menu settings" make sure that the first checkbox (Open submenus when
I pause on them with my mouse) is unchecked
