I am having the following problem when I try to go to user accounts inside my control 
panel.

How to fix the error? Is there any way to delete/add user account w/o going into 
control panel?

It looks as if your control panel applet for User Accounts is corrupt. The file is nusrmgr.cpl and is in the Windows System32 folder. You can replace it like this: Start . . . Run . . . msconfig General tab, click on Expand File, and fill in the boxes as follows: File to restore: nusrmgr.cpl Restore From: enter the path to your XP or (if you have one) the i386 folder on your PC Save file in C:\Windows\System32 Finally click on the Expand button.

Seems I cannot find or have no idea with this one.

Restore From: enter the path to your XP or (if you have one) the i386 folder 
on your PC

Please advice me more.

Click on the button marked Browse From. You probably have a folder C:\i386. Navigate to that, and the file you need is in one of the .cab files. I am sorry I don't know which, but just experiment (there are not many .cab files in the folder), it will likely be one of win.cab or winsys32.cab. No harm if you choose the wrong one, msconfig will just say "file not found". If you need to use your XP CD, put it into your CD drive and similarly look for the above .cab files. I hope this makes sense ?

nusrmgr.cpl is in \I386\NUSRMGR.CP_.
