I think he's just reporting a problem with the method listed in Annoyances.org article.
I tried it and it doesn;t work for me either whereas setting up a link as he mentioned
does work.

That's funny, it worked fine for me, but then of course it's still a so what... who
needs a shortcut to the device manager on their desktop? It should make absolutely
no difference whether the full path is or is not included for any file that is in
the path. And C:\windows\system32\devmgmt.msc works just fine, as the instructions
indicate.
