Task Bar & Start up Menu Gone

I installed a video card & downloaded firefox and now my task bad and start up menu is not visible on my sign on...But the toolbar & start up menu is visible under other log in from this computer.

Put the cursor all the way at the very bottom of the screen, where the BOTTOM of 
the task bar should be, and drag up a bit.  The task bar will probably reappear.

I have tried that and it does not do anything. From my desktop i right clicked, properties and went to the tab where you adjust the screen size as well and that doesnt do anything. Iam also have a problem with my desktop wallpaper not wanting to change. But when my children log onto thier name they have the task bar and are able to change thier wallpaper. I did do a scan the other day and there was 2 trojans that were removed. do you think this has something to do with that? Thank you
