Almost every time I tried to start Word 2002 from the Start Menu shortcut the Windows Installer would run first. I tried the suggestions in the article. Nothing worked. I decided to try double-clicking directly on the WinWord.exe file under C:\Program Files\Microsoft\Microsoft Office\Office10. The Word 2002 program started right up without Windows Installer running. I created a new shortcut to the WinWord.exe file and replaced the old shortcut that was created during the Office XP installation in the Start Menu. I tried this new shortcut 15 or 20 times and Word 2002 started up every time without Windows Installer ever starting up. The shortcut for Word 2002 created at installation was flawed in some way. The new shortcut I created has worked properly every time. So, regardless of what program you are trying to start when the Windows Installer starts running, you might try double-clicking on the executable file for that program to see if the program starts correctly without the Windows Installer running. If it does, create a new shortcut to replace the old one in the Start Menu. I had actually created another shortcut for the Quick Launch Toolbar from the one in the Start Menu. I had the same problem with it starting the Windows Installer before Word 2002 would start as I had with the shortcut in the Start Menu. I created a new shortcut for Word 2002 in the Quick Launch Toolbar from the WinWord.exe file and it also worked correctly, without the Windows Installer starting.

You're a genius! Not only does this work for my list of annoying programs (Skype, iTunes) but it answers the accusation in the original post. Evidently, there really isn't a serious problem with Windows Installer. The problem is in the creation of shortcuts (of course, I suppose it could be Windows Installer that is creating those shortcuts). I'm on Vista using Office 2007. There are no issues with the Installer running with Office only the 3rd party programs mentioned above.
