I can't imagine a situation where a user would ever have to change their ip address.

Well i have a need to and was asking if anyone had a way of allowing a user on a
computer to change it. It has to do with programming some equipment and is a unique
configuation, need to keep the end user out of admin, they will log on as user,
and we have to allow the user to change the ip address to program the equipment.

Proving a negative is always difficult, but I believe you cannot do what you seek
- at least with XP alone. There might be 3rd party management apps.
There are very similar issues about making new internet connections without admin
rights but I've not seen a convincing solution to that either.
Love to be proved wrong though . . .
Maybe you need to think laterally - can you script the change perhaps, or avoid the
need as XP was not designed to give you the particular granularity of control you
seek ?

I do not think the Requirement can be avoided in this particular case. the IP address
needs to be adderssed in each particuler case as it is based on a hex assignment
for the ID of the equipment being programmed. Problem is we dont want the end users
messing with any of the comp's settings other than that specific requirement, thus
the need to enable in the user login.
We'll keep plugging away at it, if we find anything usefull i'll post it.

Would it solve your problem if the user were allowed to make any changes they wanted,
delete files, modify settings, etc., but the computer would revert everything to
some baseline every time the user logged off? In other words, no changes made by
the user would "stick" after the user logged off?
If so, there are a number of solutions, some even free, that would take care of this
for you.

Possible, provided it would "undo" any installs, uninstalls, or anything else that
they could change

You might try the Group Policy Editor or the Security Configuration Editor.

Yep, you can set it to undo absolutely everything they do...every registry change,
EVERYthing. Check out Windows Steady State, from Microsoft:

Why not do it yourself using the following free, malware free app: -
