i have a gateway m520 laptop with windows xp home. i got the above message yesterday
(screen is black) and says "windows could not start because the following file is
missing or corrupt: windows root\system32\hal.dll. Please re-install a copy of
the above file." tried to reboot in safe mode. received the same error. do not
have any original disks from manufacturer, as they were lost in a recent move. what
are my options? i should mention that i am computer illiterate. thanks in advance
for your help and expertise.

The news is not good. HAL (Hardware Abstraction Layer) is pretty fundamental.
Probably, the most straightforward route for you will be to purchase a recovery CD
from Gateway. You will lose all your own files if you go down this route.
For what its worth, your issue is described here
If you have a computer literate friend, and can borrow an XP CD, they may be able
to either:
Perform a repair/install for you, or
Boot to the Recovery Console, then run this command:
Expand d:\i386\hal.dl_ c:\windows\system32\hal.dll (change "d" to whatever letter
your CD drive uses)

This Web site has some options besides reloading Windows. There aare other things
that cause this message to appear.
