I can't completely empty the bin....will get a error message saying that I need to close other applications using these files. However, I have no other applications open. How can I get rid of these unwanted files ?

Unless you are trying to get rid of Windows system files, which any sensible person won't advise, but if you are trying to restore or delete files in the Recycling Bin, u would take the same route most people use: Select the file(s) in Recycle Bin -> Click the File menu of the Recycle Bin window/right-click file -> select either restore or delete on the File menu and click either command depending upon your choice. The selected file will either be restored or deleted.
