Window Animation effects keep coming back

I have tried to get rid of the animation effects when a window is minimised or maximised.
I have it unticked in Advanced > Performance > Visual Effects, and have tried unticking
it in Appearance > Effects. This keeps coming back, as a tri-state setting (neither
ticked not unticked, and the animations come back too.
Anyone get a clue how to stop window animations for good??
