Filepicker error

I've got a friends laptop that refuses to allow right click to save or allow pdf 
viewing. IE7 crashes with no errors, it was only when I installed firefox that I 
realized what exactly was happening.
Error: filepicker was closed unexpectedly by windows

I opened IE7 with addons disabled, now I can download and save pdfs or view them. 
But trying to right click and save an image still causes IE to crash.

In firefox I can view and download pdfs but still no ability to save images.

I upgraded to XP Service Pack 3, ran anti-virus and anti-spyware, all to no avail.
I've googled and read everything I can find involving filepicker, there are many 
people with the same error, but there seems to be no fixes?

There is no XP cd with the machine (or I would have reinstalled) and no useable restore 
point to use.

There must be a way to fix this!?

I should also mention that I've ran
sfc /scannow and
sfc /purgecache

*I found that as one of the few "fixes" while searching for any info on filepicker 
erros
