You need to down load a PDF reader such as Adobe Reader - the readers are free

If you have downloaded a pdf file then you can open it in Adobe Reader using the
normal File>Open command If you want the pdf file to open automatically in the
browser then make sure that the Adobe Reader add-on is enabled (go to IE> Tools>Internet
Options>Programs> Manage add-ons). If the add-on is absent or enabled and not working
(?) then may be best to download/install Adobe Reader again and ensure that you set
it up as the default pdf reader

Try right-clicking and 'Saving As' to the Desktop (for example) and then opening
it.
I would also uninstall Adobe Reader and download and install Foxit Reader 2.3 for
Windows. It is also free, however, it is a much smaller download and a much smaller
footprint: -
