I have a question about Windows Installer Appears Every Time I Start an Application:

Ive tried all the solutions but nothing seems to work. It still appears when I open Microsoft Office/Word and other Programs. Is there any other solution?

You can try the Windows Installer clean-up utility, available here. Only use it on programs which give you this issue.

It may be as simple as reinstalling the offending application also.. But, the windows installer cleanup utility is what fixes this problem, but usually includes a reinstall of the software also. Most times when I use this cleanup utility, I uninstall the software application, if possible, then run the cleanup utility and remove the entry pertaining to the application, then reinstall the application.

All these solutions seem viable. However, when the Installer starts going crazy on my system, no application is indicated. How can I tell which application is the offender?
