After you hit Start, Shut Down .. make sure the little window has Shut Down selected.
There are other options such as Log Off, Restart, Stand By, Hibernate. Usually the
default setting will be the last action you took. So if you did a Restart recently
it is probably still on Restart.

Maybe the system crashed during shutdown. If the default system failure option was
set, it does an automatic restart.
I suggest you disable this automatic restart.
Right click on My Computer. Click Properties > Advanced tab > Startup and Recovery
Settings. Uncheck the box for "Automatically restart".
