The number given by microsoft to call about product activation rarely works. So what do I do?

I don't know where you are calling but I have to call and reactivate systems at least once a week following reloads and it has always worked. Matter of fact, I have it on speed dial on the work phone.

1) Use a legal key
2) Online activation if you can
3) Call the number listed and pay attention, then punch in your installation ID and 
wait for a confirmation ID.

I spent 3 hours on the phone with M/S yesterday, because my installation ID was invalid, 
but my key was valid.
