Taskbar explanations appear BEHIND the taskbar

When I move the mouse over the icon in the right side of the taskbar (is that the part called the "tray"?), small windows appear to explain what the icons mean, but these explanation windows are all BEHIND the taskbar so i only see their upper edge but cannot read them. how can I get them to appear in front? thanks

You can also use FixXPToolTips. This one you run each time the problem occurs. Not a permanent fix but works when needed. I place it on the Quick Launch bar so when I need it, one click and it's done it's work.
