I've been unable to load the dell website from any of my three computers on my home
network... I've deleted the cookies and nothing just gives me a bunch of numbers
and letters.. One thing though i've gone to a proxy server website and from there
it loads the website, but i don't want to do that because it's not secure.

The only way that would have anything at all to do with Windows XP is in the case
your system has been infected with by perverse kind of Denial Of Service thing from
a some kind of malware.
Otherwise, your local ISP has it in for Dell, or there is a problem on the network.
But that is not an issue you can fix in XP. Using a proxy is a fair workaround, but
find one you trust.

Go to Opendns.com, use their free services, tghey have spam filtering & blacklisting
of bad sites
