New Tech L-2

I've been at this for several hours looking for a resolution to this bloody annoying issue. I've found a good many people with this problem; most seem to be on laptops. I am using XP PRO SP3, on Off2k7 and in Outlook typing a reply or in Word, my screen jumps, not the cursor, but the screen jumps up several lines in Outlook. In Word the ruler sometimes drops down but the screen jumps up for the most part

Sounds like a scroll mouse... Is there any type of mouse integrated into the keyboard? What happens if you unplug your mouse for a while?
