I have the use now of an old laptop, 400Mhz, 6G HD. I has Xp professional SP3, with Office 2000. Is Xp, plus Office too "heavy" for it? What house keeping might speed it up a little? The owner does not want it back so we are free to try anything.

You didn't say how much memory, which is the most important stat. You need at least 
256MB of memory, preferably more. But you'd be better off with an older OS.

You may get away with this depending on how much RAM it has. Minimum RAM spec for XP without service packs is 64MB but most will advise128Mb+ for what you want to do.

xp + office should spin like a top. You are adding things (like this internet connection) 
that are slowing you down.

You might also try disabling some services. Reference:

That will work for light weight activities, and if you are patient. Forget graphics 
intensive apps. And as Jacob suggested, Blackviper has several suggested tweaks that 
will help.
