Corrupt Recycle Bin, maybe?

This one has me stumped! I right click on the recycle bin and click "empty recycle bin" and a small window pops up asking if I want to delete Windows. I have said yes a few times and another window pops up saying " can not delete Dc16: Access is denied." Now when I explore the recycle bin. There is nothing in it that I can see. So it should be empty. I'm thinking about going into safe mode and doing it there. This folder is not the C:/Windows file. It is just a folder that I had created. So what do you think? Safe mode?
