Monitoring other user's web activity on a network

I have 7 users in an organization connected to a network through one internet point. I am getting extremely high bandwidth usage and I suspect one or more of the users might be downloading excessively large files (maybe through e-mail or just general browsing). I would like to know of a way for me to be able to monitor their internet usage (what sites are being visited and what kinds of files are being downloaded via the web and e-mail). I also want to be able to block certain web addresses and file types in need be. Can anyone recommend a method, or a good firewall, or similar program?

Program to monitor network - Protemac Meter. Firewall - Protemac Netmine. You may also need to control your employees' internet activity - use Actymac Dutywatch or Protemac Keybag then. Good luck!
