i am thinking about buying a new computer with windows xp. i have been told that it will not come with a backup cd so in case i need to format the hard drive is there a way to burn a cd of windows xp?

It would have a recovery partition on the hard drive most likely, if that can be 
copied to a CD or not depends on the vender. Be aware that it is likely not an actual 
install CD but simply a copy of system in factory state which means if you ever have 
to use it any data you have on the drive will likely be lost.

You could buy a "custom" made computer from a local REPUTABLE computer store. There 
are a lot of advantages, one being that you can get a copy of the CD. The cost might 
be slightly more than a box store, but future repairs and upgrades are usually cheaper.

A good point, on the cost you may be able offset some of that if it is a replacement 
of an existing system by reusing the old monitor.

I don't think Adam needs tips like that. I'm pretty sure that he already uses disk 
imaging software. The OP probably doesn't, that might have been useful advice for 
him. As for the external drive, just another component with a very high failure rate, 
but the only option if one has a laptop.

Excuse Me ! Just trying to be helpful. As for high failure rate on external drives, I've used one for years, daily, no problems.

Microsoft REQUIRES that any OEM, big or small, must provide the end user with a way 
to reinstall the OS.

If your seller is not providing any sort of method to reinstall the OS, chances are 
they are pirating Windows using a technique called "hard disk loading."  Your new 
computer with Windows preinstalled should also have a Certificate of Authenticity 
(CoA) affixed to it, with the version and edition of Windows listed on it, as well 
as the Product Key.  If no CoA, it's pirated, plain and simple.

As Adam and Ricer have posted this requirement could be satisfied in several ways, 
such as a hidden recovery partition, recovery discs, or (from small manufacturers/systembuilders) 
a genuine MS hologrammed installation CD.

Generally speaking, the manufacturers that provide only a recovery partition have 
been prodded by MS to include a utility that will burn a recovery disc from the recovery 
partition data, so that if the hard disk dies you can reimage the replacement hard 
disk.

I have noticed that over the last couple of years, manufacturer recovery partition 
software has improved somewhat, in that a good percentage of manufacturers use software 
that can save user data in the standard user profile location (for example, c:\documents 
and settings\USER_NAME) before reimaging the c: drive of the hard disk.
