broadband no like update!

OK, this is a weird one. When I'm on broadband (wifi) The link for "Windows Update"
(http://windowsupdate.microsoft.com/ ) gives me a 404 type error: "Internet Explorer
cannot display the webpage...".
I fiddled around with my Windows directory some time back (killed off CABs, among
other things; may have munged JAVA), and would have just assumed I mucked something
up. But for 3 things: 1) haven't really had a problem with anything ELSE, 2) it
doesn't FIND the page and then have trouble USING it -- it cannot even GET TO the
page, and 3) it finds the page and grabs the updates just fine...on DIALUP!
Or at least on Juno dialup. I seem to think I got the same 404 on NZ dialup, but
I can't quite recall atm. All I know is that I was **STUNNED** to see the page come
up no problem via Juno last night, after months (on wifi) thinking I would never
see it again sans reinstall or somesuch.
[If I didn't have like 500M of updates backlogged, I'd just go ahead and do it on
Juno, but. I did let it grab a COUPLE, tho, just to prove that it worked.]
AFAIK I have no firewall running. I do have AV (Avira), but can't imagine that is
an issue since the page is only blocked/invisible ON BROADBAND?!
What could POSSIBLY be at issue here?
TIA!

Well I would not worry about the updates, several of us here rarely if ever load
an update. I would double check the network settings on the wireless connection,
the router and the modem to see if they are right. If they are I would run a malware
scan, sometimes oddball network issues can be the result of an infection.
Also it is highly unwise to mess with anything in the system critical areas (system
folders, regedit boot files ect.) unless you know what you are doing. Many seemingly
unneeded items are there butare there for a reason. And that warning includes the
use of registry cleaners and things that clean up "unneeded" files, make sure you
know what you are changing or deleting before you do it.

Just to note that the problem occurs on ALL wifi. Work, library, bookstore. And
I haven't had trouble accessing a SINGLE other site. So if it's a "security certificate"
etc issue, I'm just not getting it.
(Under "more info" it suggests to check TLS and SSL enabled, for example. Well I
did, and they are. Just for the record.)
And even if it WERE such an issue...how come JUNO coasts right in, smoother than
aquagel?!

it is unchecked from the gitgo, in fact the whole tab is GREYED OUT.
there's also a (!) box at the bottom reading "IEEE 802.1x authentication can not
operate on peer to peer (ad hoc) networks or on networks for which data encryption
is disabled".
is this relevent? it's all greek to me.
