There might be, if you can write a comprehensible description of the issue.
Say exactly what email client you are using (Outlook or Outlook Express), what exactly
you are trying to do, and what exactly happens when you try - including the text
of any error messages.
Then we can have a sensible go at helping you :-)

A quick poke around Microsoft seems to indicate that OE is no longer allowed to access
free hotmail accounts.
You receive an error message when
you use Outlook Express or Outlook to access your Hotmail account

If I think you just want an email account, you can sign up with Gmail provided by
Google, of course it would have nothing to do with hotmail, you would simply delete
that identity from OE and install the new one from Gmail, as Adam indicated, hotmail
won't allow "POP" access any more...that would be my best suggestion....

Although, as other posters have noted, there has been information to the effect that
it was no longer possible to configure Outlook Express to send/receive Hotmail messages,
I managed it only yesterday. It needs a bit more configuring than for my usual ISP
email but is, nevertheless, very straightforward, at least for my ISP (BTInternet.com).
If anyone is interested, I can post full details on this thread. The same method
may well work for Outlook as well as Outlook Express.

Just in passing, POPing hotmail from Outlook (not OE) works fine - do it all the
time. Its only OE that's 'blocked'.

CONFIGURING OUTLOOK EXPRESS FOR HOTMAIL
----------------------------------------------------
This works for my ISP (BTinternet.com) and may also work for Outlook.
Different IPS's may require different settings in the outgoing email sections.
1. (Optional) Set up a new Identity in OE if you want to keep Hotmail messages separate
from those of your normal ISP email account.
2. Set up a new email account in OE.
Go to:- Tools - Accounts - Properties (for this new account)
3. In the various tabs for Properties, set:
"Server" Tab:
Incoming mail server to POP3
server name pop3.live.com
Outgoing mail SMTP server to your normal ISP SMTP server (eg smtp.btinternet.com)
your Hotmail email ID (eg. bill@hotmail.com) and password
check the box "Remember Password"
uncheck box "Logon using Secure Password Authentication"
check the box "My server requires authentication"
Click on "Settings" and then, in the sub-tab, enter in your normal ISP email
address or Login ID, and password
check the box "Remember Password"
uncheck "Log on using Secure Password authentication"
Click "Apply" and "OK"
"Advanced" Tab:-
set the Outgoing SMTP port to 587
set the Incoming POP3 port to 995
check the box "This server requires a secure connection (SSL)"
optional: move the timeout slider bar to the right (5 minutes)
optional: check the box "leave a copy of the message on the server"
Click "OK"
