Bar on Desktop Screen

My widowed neighbor has suddenly started to get a 1" (about) blue bar on the side
of her main desktop screen. It has the time, etc.--looks like what should be on
the bottom of the screen. I know it should be simple, but..........

Click on the bar and hold the button down and then drag the bar to the bottom of
the screen and let go of the button.

Geez. It worked like a charm. It seems I had this on Windows 98 many tears ago.

It's been that way on every version of Windows since W95.
