Can't reinstall windows xp

I had some problems with my computer, so I attempted to do a repair install of Windows
XP. It got as far as going to safe mode to finish the process, but said that the
program couldn't run in safe mode. I tried running it again, but it just goes to
safe mode and then gives the message: "the system is not fully installed. Please
run setup again."
Every time I try to reinstall, it goes through the same procedure without letting
me choose to try reinstalling again. It just goes to safe mode and gives me that
message. How do I go back to setup?

Okay, so I managed to get setup to run again, but I am now in an endless loop of
being unable to complete the installation. I get to Safemode, with the message "Windows
XP setup cannot run under Safemode. Setup will restart now."
I click okay, the computer starts up again, but I end up in the same place.

If you don't need any data backed up you should do a fresh install. If you have
data you need backed up then you need to put your drive in another system and offload
them that way. Doing a fresh install requires you to boot to the install cd and
delete the existing partitions, repartition, and then install the OS.

I don't recall that the process ever enters Safe Mode.

Thanks, guys. No, it's not supposed to go into safe mode, but it did. I managed
to get to the recovery console and changed a couple of things there. Then when I
tried the setup again, it did not go to the safe mode and completed the process.
Computer was up and running and all is well. And it took only 10 hours. Straight.
