WER folders in Local Settings

WER folders in Local Settings

I have rather large folders named WER. in my Documents and Settings -> User ->Local
Settings -> Temp folder.
The folders contain files called avcenter.exe hdmp and avcenter.exe.mdmp.
av center obviously refers to my antivirus avira programme.
1. Can I safely remove these folders?
2. Do I simply delete them by right clicking and 'delete'?
3. academic question: why does windows retain these folders if they are useles?

Windows did not create them so has no reason to keep or delete them, an exe in the
temp files is odd but if I were to guess the exe.mdmp is a memory dump file saved
in case the program's support staff needs debugging data. You can normally delete
anything in the temp files but do not be surprised if they come back. On a side in
case you are considering a cleaning program: be very wary of any apps that claim
to clean up temp files and unused/errored registry keys.

Yes anything in your Temp folders can be deleted. You may find some files are in
use by apps that are running so you won't be able to delete those.
An excellent app for cleaning up your computer is CCleaner
and while you are there I would recommend you download Defraggler and Recuva. These
are all excellent free apps.

CCleaner does not remove files/folders in Temp folder in Local Settings folder.
It does remove only files in system temp folder and temp internet files.

It does when I run it. That is the folder for the individual user's temp files.
In regards to your previous question:

They don't know better.
You can of course delete them manually. If your system needs them, you will not be
allowed to delete them.
