My xp box at some point stopped reading dvd's, but will read cds.

I tried different drives, cables, and motherboard ide slots-same result-inserting
a dvd freezes explorer if you try to open it but cd's read fine.

I presume its a software issue. Tried reloading the drivers by deleting the device
and uninstall nero, also a registry fix with upper and lower somethings I found multiple
places...

wtf? Any help greately appreciated.

Possibly you drive is faulty - I believe they use two different circuits/lasers,
one for CD and one for DVD

The only "fix" I have found in stubborn cases is a repair or fresh install of Windows.
Sometimes a repair doesn't work if a corrputed registry entry, and sometimes a rogue
entry is loaded back into the system. In that case, only a new install of Windows
has to be done. Just my experience...

The only possible fix sometimes is system restore to a time when it worked correctly,
if you can still go back that far. Also try it in safe mode and see if you can read
them.
