Don't expect to boot to another hard drive from a different computer and expect it
to load windows as all the hardware is different. You need to work with the original
drive. Download and run the drive makers disk diagnostic utility and hopefully it
will fix any errors that it finds and will allow you to boot back into windows.
A client of mine had the same issue a couple weeks ago and thats what I had to do.

If it refuses to install from the restore CD something is probably broken in the hardware, try running the hard drive maker's diagnostic tool first.

See if the motherboard's BIOS can detect the hard drive, a new hard drive will only help if it is the source of the problem.

You should see a prompt at the start of a key to press to enter setup (F2 and delete
are common but it can be anything) and look around for where it lists the installed
drives, where that is varies from one BIOS to the next, see if it detects your hard
drive there. If it cannot see the drive then the drive is likely toast.

There is an off chance it is the data cable that connects the drive to the motherboard,
harm in swapping that out as a test.

Could this be a memory issue
