can anyone tell me how to fix this problem I am on SSI and live on a fixed income 
so as low cost as can be please or do I just toss this laptop in the trash can

You don't need to toss it, but describe exactly where your system stops.
As much detail as you can provide would be helpful.
This is often caused by a virus, but there are other possibilities.
