Attempt to execute a CGI, ISAPI, or other executable program

I've tried to install IE8 however but it was not successful.
Following the failed installation I was provided with the link to the support:
http://www.support.microsoft.com/contactus
However when I click on it I get:
"The page cannot be displayed
You have attempted to execute a CGI, ISAPI, or other executable program from a directory
that does not allow programs to be executed"
I have no idea what why I am getting this for this web address nor have any clue
how to fix it.
Thanks

The error is in the Microsoft page itself. you need to contact them.
