How do I stop Windows from connecting to the Internet every time I open my browser?

The following will fool Windows into thinking that it doesn't need to dial your modem to connect. Intuitive, huh?
Using Internet Explorer 4.0 or later:
- Double-click on the Internet Options icon in Control Panel.
- Choose the Connection tab, select the Never dial a connection option, and click Ok.
Using Internet Explorer 3.0 or earlier:
- Double-click on the Internet icon in Control Panel.
- Choose the Connection tab, select the Connect to the Internet using a local-area network option, and click Ok.
